In any project changes are a fact of life. Or in other words "no improvement without changes". Changes are caused by the maturing design process, cost reduction initiatives, additional requirements and a variety of external influences and therefore changes must be dispositioned continuously.

So, if your organization is involved in dynamic environments, the objective for target costs, schedule and performance is to have and apply an efficient change management, which provides the ability to accommodate changes and retain clear, concise and valid requirements. This sounds easy, doesn't it? It could be very easy if you have the right processes established in order to identify, communicate, decide on and incorporate changes at the earliest possible stage.

A key point which has a lot of influence on costs and productivity is the efficiency of Change Management. Reducing costs means to identify, verify, communicate and incorporate changes earlier. As a product moves closer to production, the cost of changes increases dramatically.

There are several reasons why this happens. Unfortunately a high percentage of late changes is caused by a lack of communication between the departments involved and by a lack of clear guidelines on how to accommodate changes and to identify all affected items. Consequently you will be occupied more and more by changes rather than having them under control and being able to concentrate on more important things. You are in the bad situation where you can only react rather than act. CM can help you to get out of this situation.

Configuration Management is taking active control of changes instead of being driven by changes!

A comprehensive and efficient change management is the main difference between Product Lifecycle Management (PLM) and Configuration Management (CM). While PLM concentrates on the management of documentation, Bills-Of-Material (BOM) and physical configuration of a product, CM also covers complete change management, comprising the links between all CM-items as well as to the corresponding change requests (ECR, ECN, etc.) and the functional configuration. All this is necessary to make the right decision at the right time when a change may occur, irrespective of where it comes from (engineering, production or management change). How you can make the right decision without having all information available, which also includes all possible influences of a certain change? Besides the complete change history must be monitored and be available which also helps to avoid uncontrolled changes.
